So when I train legs...I am able to leave the gym each time completely wrecked. Totally sore. And they just keep on growing.

I can't seem to replicate that same intensity with my other body parts...anyone else find this to be true?

This is not from personal experience but just what I have read from over the years. I know fast-twitch fibers are more prone to hypertophy, so muscles with a higher % of FT fibers will grow faster. Likewise, a muscle with a larger number of fibers will grow faster, having a larger number of individual fibers growing at a time. The geometry of a muscle also plays a role. A muscle with a longer belly has more potential for volume, and so will tend to grow faster.

I don't know if this answers your question in your case.

Now how to apply that knowledge to making my arms grow like my legs do...

Remove arms. Attach legs to shoulders.

Increase the intensity on all other body parts I like hitting arms with extremely low rest 30 seconds max unless super setting something. Drop sets static holds manual resistance there’s all kinds of thing to crank up the intensity.

When things seem to plateau, I like to mix it up everytime I hit that bodypart. Just constantly keep the muscle(s) guessing. Heavy as hell one day, then maybe 20-40 reps per set the next. I've even went as high as 40-60 reps just to see what it feels like and if I could do it. The pump in bi's and tri's was amazing.
 
Damn deleted my original post by accident.
My intensity is usually enough to make me crawl and puke on any day.
I do a scaled back take on BFT.
I start with a preexhaust and do rp sets until I only get in rep with 3 drop sets. 2 sets of that.
Then I do my main compound 1ss until positive failure. Next I'll do a finisher exercise depending on how I feel either ds, rp , or ss.

Always try to beat the log book weekly on all exercises.
It's hell, but it's worked well for me.
I always deload every 3rd week.
